The H.R.1 Act & Graduate PLUS Loans Update (OBBBA)
The H.R.1 Act & Graduate PLUS Loans Update: The H.R.1 Act (Sec. 81001) that was signed into law on July 4, 2025, eliminates the Graduate PLUS loan program for new Graduate PLUS borrowers starting with the 2026 - 2027 financial aid year.
Current Graduate PLUS borrowers (2025 – 2026 academic year) may continue to borrow
for three years or until their program of study is complete, whichever occurs first.
Franklin Pierce is committed to ensuring access to our academic offerings, including
those in our graduate health science programs, and we are working diligently on identifying
other financing options. We remain confident there will be resources available for
our students in the 2026 - 2027 academic year and beyond. Additional details will

Indirect (Estimated) Costs
Following is a total program cost estimate for indirect costs our students will incur during each program term. These costs will not be directly charged by Franklin Pierce and are estimated based on costs averages in the region. These costs can vary greatly by student. Our Office of Student Financial Services can work with each student individually to ensure their educational expenses are covered while they work towards their degree.

FINANCIAL AID – Financing options
The majority of our students use a combination of federal and private loans to cover their annual program costs and use credit balance refunds to help cover their indirect costs such as books and travel.
Federal Direct Unsubsidized Loan
Students who wish to use a federal direct loan (Stafford loans) to pay for a portion of their costs, have to file an annual FAFSA (Free Application for Federal Student Aid). The application is available online and opens on Oct 1 each year for the subsequent award year. .
Students who opt to use the federal direct loan must complete the required loan documents online; Sign a Master Promissory Note (MPN) and complete the Entrance Counseling (EC) webinar. We are not able to originate and process federal loans until these documents have been submitted to our office electronically. The documents can be accessed via the students’ FSA account online at
The maximum federal direct loan amount available is $20,500 per year, and it will be split equally between terms.
Private loans
91³Ô¹Ï works with many different private lenders each year. Our lenders strive to have a variety of loan products available to our students with different options for repayment terms such as length of repayment, interest rate, in-school loan deferment and more. Students are able to work with lenders not on our list, such as credit unions, etc. If you opt to work with a lender not on our list, please reach out to our office to connect us with your lending institution to ensure a smooth transfer of funds. osfs@franklinpierce.edu.
Refund Request Form
If you are borrowing loans in excess of tuition and fees to use for living expenses, you will need to submit a Refund Request form with All Terms checked off. This is to ensure that you get your credit balance refund at the earliest possible time each term. Form and Refund Schedule are available on our web site – see link below.
Billing & account statements
91³Ô¹Ï bills by term, meaning we issue a new billing statement for each term in the academic year. You will receive an email notification once your billing statement is ready and if you are using federal or private loans to cover your costs, please be sure you have accepted your loans and that the amounts are what you expected. The bill can be accessed online via your CampusWeb account where you can review your balance, your expected refund amount and more.
Course registration and billing
In order for FPU to be able to create your term bill, you must register for your courses in a timely manner as the course registration is what we bill you for. You will have to agree to the Financial Aid Terms & Conditions each term, when you register for classes.
